Why Should You Attend:

State utility regulators, energy offices, and environmental agencies with the responsibility to develop Clean Power Plans are looking for the most cost-effective compliance options. Whether your state has sunk smart grid costs or is currently considering utility investment proposals, smart grid capabilities represent an option that should be evaluated for inclusion in Clean Power Plans.

This webcast will help states determine the most appropriate role for smart grids in their Clean Power Plans and how best to execute the smart grid plan components of their plans.

Areas Covered in the Webinar:

  • Three smart grid capabilities with significant greenhouse gas emission reduction potential
  • Estimating the potential size of greenhouse gas emission reductions associated with these capabilities
  • How to deploy emissions-reducing smart grid capabilities at no incremental cost to consumers or businesses
  • Challenges associated with the optimization of emissions-reducing smart grid capabilities
  • Potential solutions to smart grid capability optimization challenges
  • How smart grid capabilities can be used in rate-based, mass-based, and emissions trading types of Clean Power Plans
  • Evaluation, Measurement, and Verification of greenhouse gas emission reductions from smart grid capabilities

Who Will Benefit:

  • State Utility Commissioners
  • State Utility Staff
  • State Energy Office Directors
  • State Energy Office Staff
  • State Environmental and Air Quality Agencies
  • US Environmental Protection Agency Staff
  • US Department of Energy Staff

Instructor Profile:

Paul Alvarez has 25 years’ experience in product management and product development with Motorola, Baxter Healthcare, Searle (now Pfizer) Pharmaceuticals, and Xcel Energy. He spent the last 14 years in the electric utility industry, building significant experience in demand-side management program design, benefit measurement, marketing, and regulation. He has similar experience in utility renewable energy compliance and voluntary programs.

Mr. Alvarez led teams that completed the only two comprehensive, independent cost-benefit evaluations and effectiveness reviews of high-profile smart grid deployments, including SmartGridCity™ for Xcel Energy in 2010 and Duke Energy’s Ohio deployment for that state’s Public Utilities Commission in 2011. He published his first book, Smart Grid Hype & Reality – A Systems Approach to Maximizing Customer Return on Utility Investment in 2014. He serves as an adjunct professor at the University of Colorado’s Global Energy Management Program, where he teaches “Electric Technologies, Markets, and Policy”; and at Michigan State University’s Institute for Public Utilities, where he teaches “Distribution Utility Performance Measurement” and “an Introduction to Grid Modernization”.

Mr. Alvarez has a well-rounded business background. He has held roles with full P&L responsibility, including VP for geographic region with $50 million in annual revenue, and has managed large, complex projects to successful completion, including consulting engagements and product development efforts with 7 figure budgets. He holds a master’s degree in management from the Kellogg School at Northwestern University and an undergraduate degree in finance from the Kelley School of Business at Indiana University.

Topic Background:

The EPA has published its final 111(d) rule. Though legal challenges are likely, the focus of most state utility regulators, energy officials, and environmental agencies will now shift to compliance plan development. The final 111(d) rule offers states wide latitude in developing Clean Power Plans, and refers specifically to smart grid technologies. Whether your state has invested heavily in smart grids, or is currently considering utility investment requests, you need to know the smart grid’s potential to satisfy significant portions of greenhouse gas reductions goals at low (or even zero) cost to consumers and businesses. Though the smart grid is no silver bullet, its Clean Power Plan potential is real, measurable, and not to be overlooked.”
