On June 6, 2013, CBP announced that they intend to fully enforce ISF requirements beginning on July 9, 2013. For all maritime consignments departing a foreign port bound for the U.S. on July 9th or after will be subject to full CBP enforcement of ISF requirements. This means that all importers may be subject to a Liquidated Damage claim of $5,000 if the ISF is late (not filed 24 hours prior to departure) or inaccurate. The term Liquidated Damages essentially means penalty or fine.

Michael D. Laden, is a recognized expert in the customs compliance and the supply chain regulatory environment. In the aftermath of September 11th, Mr. Laden was one of the original architects of C-TPAT and his employer was one of the original seven Charter C-TPAT members. In addition to serving the two-term limit on the COAC (Commercial Operations Advisory Committee), he has served on the Board of Governors for the American Association of Exporters and Importers (AAEI) since 1988, and is a past Chairman. Mr. Laden also appeared as a witness before the Senate Governmental Affairs Committee on matters related to container security and operations in a post September 11th environment. Mr. Laden has been a featured speaker on U.S. Customs and Border Protection and related matters before many national organizations. He travels extensively and has taught the fundamentals of importing to thousands of foreign suppliers and manufacturers worldwide.
