By reading the manual you can tell what the organization expects from its employees, the degree of control and independence, and what is important in its culture. It gives guidelines in a unbiased manner; advising employees what applies to them and helping new employees assimilate to their new surroundings. It also serves as a management tool for supervising employees laying out clear ground rules for situations.
