Malaysian Health Ministry Bans 10 Cosmetic Products
The Health Ministry in Malaysia has banned 10 cosmetic products, and advised the consumers to be more vigilant while purchasing the products online. Its deputy minister, Datuk Seri Dr Hilmi Yahaya said, “Every shop has the scanner and buyers can scan the product. If the hologram does not appear, it means that the item does not have the ministry’s approval. I urge everyone to be careful as selling of fake cosmetics via the Internet is on the rise.”
A notice has been issued to recall all the banned products within 72 hours and investigated under the Control of Drugs and Cosmetics Regulations 1984.
Cosmetic Regulatory Framework in Malaysia
Cosmetics in Malaysia are regulated under the Control of Drugs and Cosmetics Regulations 1984. The control of cosmetics was conducted through pre-market registration till the end of year 2007. From January 2008, this system has been replaced by the notification procedure in agreement with the harmonization of cosmetic regulations in the ASEAN region.

Cosmetic Product Recall
The aim of product recall is to quickly and efficiently retrieve batches of product, that does not comply with Guidelines for Control of Cosmetic Products in Malaysia, or that may have an undesirable effect on humans. Recalls can be initiated:
- voluntarily by the company or person responsible for placing the cosmetic product in the market;
- at the directive of the Director of Pharmaceutical Services (DPS)
Degree of Recall
The degree of recall is classified according to the seriousness of quality defects and/or adverse events of the products.
- Degree I: This includes products with major health risks that might present serious injuries or death. These should be banned within 24 hours.
- Degree II: This includes products with minor health risks or substandard. These should be under an embargo within 72 hours.
- Degree III: This category includes products with other reasons for recall. These should be under an embargo within 30 days or as specified.
